The editor of our local newspaper,who has earned much acclaim in her long career,was awarded a Pulitzer yesterday.
This is an exercise question in MGMAT Verb Tense,Mood and Voice lesson.My question is 'who has earned much acclaim' modifies 'the editor'.
Isn't this a violation of modifier touch rule for noun modifiers?

There is an exception to the modifier touch rule. If there is an essential modifier present, it can come in between the noun and other non-essential modifiers.
In this sentence, "of our local newspaper" is an essential modifier. If we omit this out, the remaining sentence will not make much sense. As it won't refer to any specific editor.
The other modifier on the other hand is non-essential one, even if we remove this, the sentence will still convey its meaning.
