C is wrong because it changes the meaning of the sentence. It implies that most efforts have focussed exclusively on either of the options.

laisborges ..this will help you understand why answer choice C is wrong
placement of the preposition and the correlative conjunctions
(1) either on …. or … (once inside = incorrect)
(2) either on …. or on … (twice inside = correct)
(3) on either …. or on … (once outside, once inside = incorrect)
(4) on either …. or … (once outside = correct)
