Is it recommended to upload a recent photo on the application question? It is not starred as mandatory. It strikes me as odd and potentially could lead to discrimination

Your question is on point.

For instance, I don't put my photo on CV and I know this is common in North America.

However, when I started to apply to few US universities they requested my passport picture, with front page where photo is.

I can see that you would like to apply to UK schools, and since you will provide information about day you are born, ethnicity, race etc. when you fill up the application, furthermore before being admitted you will have (video/live) interview with admission committee anyway, so uploading your photo as well doesn't change a bit.

My advice is to comply to those rules.

Yup completely get it. I submitted mine with the photo. I understand why you submit your place of birth, different nationalities, so they have a sense of diversity in the class makeup, and potentially if you have global experience apart from where you currently find employment. Photos however don't serve a purpose to me except to see how you look. We all know the kinds of microjudgements we make based on appearance.
