Is it recommended to upload a recent photo on the application question? It is not starred as mandatory. It strikes me as odd and potentially could lead to discrimination

Europe is less discrimination sensitive than the US with regards to age. I.e. in Germany it’s common to put a date of birth on your CV.
Having said this, nobody will notice if you select an older photo. If you want to be a 100% sure let it run through photo shop to get dimensions right and to remove the time stamp. That’s what I did and I was admitted.

Not necessarily to upload the recent pic, it's better to submit good looking pic by 1-2 years latest one.
