I am wondering if I go over about 20 words on 600 words essay.
is USC Marshall strict to the word limit? should I shorten my essay from 620 words to 600 or less?

Better to stick to the limit unless you really can't shorten it. However, with 600 word limit, I believe removing some redundant words won't be difficult e.g.by rephrasing the sentences etc.

It is better to follow the limit unless you have strong reason to exceed.
