As seen in the graph, the complaints received are less that 40 when the follow-up is done 1 or 2 weeks after.

In this ques, if the company makes follow up calls no later than 2 weeks -- then can it still not get more than 40 calls per year? As it will get 30 calls from users who were called 1 week after they placed their order, and then around 39 calls from users who were called 2 weeks after they placed their order. SO total calls will be around 79 -- so more than 40.
