A)No, since for time the number and values are higher than those of Condenest so Time will have overall higher increments

Condenest will have total increment roughly around ~ 310000000 while Time will have total increment roughly around ~ 330000000
B)Yes,for 24 values the Ad revenue per reader > Cost per impression
C) Yes,since people weekly has the Highest readership and it also brings the highest more revenue (in $) per dollar charged for advertising impressions in 2006, since that quantity also depends on the product of readership and total pages

About the item C...."People Weekly" indeed has the Highest readership (41,791,992 people). Yes, it also have the highest revenue ($872,662,782) during 2006.  But its revenue per impression (CPM) is only $5.58 of revenue per 1000 impressions... it is the lowest CPM on the table. And the question asks for the "revenue (in $) per dollar charged for advertising impressions in 2006.". Therefore I believe that the item C has "No" as the answer.
