Statement-1:-
Valid when , (a) x and y are non-negative and x>y. Answer to question stem: Yes (example, x=2 & y=1)
(b) x and y are negative and magnitude of x is greater than magnitude of y. Answer to question stem: No (example, x=-8 & y=-3)
There are other cases, but we are interested in One yes & one No in order to determine insufficiency.
So, insufficient.
Statement-2:-
Valid when , (a) x and y are positive and x>y. Answer to question stem: Yes (example, x=2 & y=1)
(b) x and y are negative and magnitude of x is greater than magnitude of y. Answer to question stem: No (example, x=-2 & y=-1)
So, insufficient.
Now combining st1 & st2, the same cases pertain (a) & (b).
Hence , insufficient.
