As all we're given are equations, we'll work with them.
This is a Precise approach.
(1) so x = 0.5y meaning that x/y = 0.5 = 1/2.
Sufficient.
(2) Again, simplifying directly gives the answer. (we don't have to actually calculate!)

Target question: Is x/y = 1/2?
Statement 1: x is 50 percent of y
In other words: x = (50/100)y
Simplify: x = (1/2)y
Divide both sides of the equation by y to get: x/y = 1/2, which means the answer to the target question is YES, x/y = 1/2
Since we can answer the target question with certainty, statement 1 is SUFFICIENT
Statement 2: 0.1x = 0.05y
Eliminate the decimals by multiplying both sides by 100 to get: 10x = 5y
Divide both sides by y to get: 10x/y = 5
Divide both sides by 10 to get: x/y = 5/10 = 1/2, which means the answer to the target question is YES, x/y = 1/2
Since we can answer the target question with certainty, statement 2 is SUFFICIENT
