Which of the following best completes the passage below?

Consumer perceptions that mail-in rebates, a sales practice in which a retailer reimburses customers for a portion of a
product’s price at a later date, constitute significant savings are substantially skewed. Most of the rebates offered are never
redeemed. Thus, the benefit to consumers on the whole is quite small, because _______.

A many of the retailers who advertise rebates never follow through on fulfilling them
B most of them have ultimately made their purchases at the standard rate

Which of the following best completes the passage below?

I'm confused as to why the OA is B rather than E. My reasoning is that since the number of items available for rebate is smaller than that for regular price, consumers do not benefit much.

The correct answer must explain why it is not a benefit to consumers on the whole. Choice B addresses it correctly by saying consumers end up paying the standard rates on their purchases. All other choices are irrelevant to consumers or talk from retailers point of view.
