Hello, fellows and experts pls help me with this question.
Which of the following best completes the passage below?

Consumer perceptions that mail-in rebates, a sales practice in which a retailer reimburses customers for a portion of a
product’s price at a later date, constitute significant savings are substantially skewed. Most of the rebates offered are never
redeemed. Thus, the benefit to consumers on the whole is quite small, because _______.

A many of the retailers who advertise rebates never follow through on fulfilling them
B most of them have ultimately made their purchases at the standard rate
C even if retailers fulfilled allrebates, the amount of money distributed would be negligible
D the amount of money spent on fulfilling rebates pales in comparison to the costs of operating a retail organization
E the number of items available for rebate is much smaller than the number of items available for regular price

I'm confused as to why the OA is B rather than E. My reasoning is that since the number of items available for rebate is smaller than that for regular price, consumers do not benefit much.
