The OA has to be B, as it is the only option where weather is not compared to people.

Options A,C,D and E are guilty of the same crime.

'While at the beach' modifies 'the weather' which is illogical. How can 'the weather' be at the beach?

(B) While they were at the beach, the weather was
Correct. No illogical pronoun references.

(C) While at the beach, they had been
Incorrect use of tense. No need for past perfect since no action was done beforehand.

(D) While being at the beach, the weather was
Same reasoning as A.

(E) While at the beach, the weather had been
Same reasoning as A.
