IMHO,

B is right because,
1). It maintains 'actually ' as given in the original sentence. No other does so.
2). Writing, the verb -ed modifier correctly appears as the NOUN.
3). with your opinion, correctly conveys the required purpose of the subject writing.

Writing to a someone with “an” opinion is absurd.
Writing to someone with your opinion makes more logical sense. This alone leaves us with B & D.
Write to someone is correct form. Hence D is out.

I don't understand how B is right.

In the sentence: ....writing to "your" Congressperson.....,

how does the Congressperson become yours?

Can not get the idea that B is correct answer. My choice is E. Can you explain it? Thank you

(B) eliminates this ambiguity. (C) fails to eliminate the ambiguity. (D) is incorrect because the resulting sentence lacks a main clause. (E) is incorrect because it changes the logic of the original sentence (from “is” to “may be”) and because it is awkward (“the writing”).

The correct answer is (B).

On the other hand, writing to your congressperson is also illogical. congressperson is not someone's. "your" seems to be misplaced.
