How strict are word limits in essays?

e.g. 640 for 600 word essays ok?

Yes, 640 words for a 600-word essay is fine. I use a "10% over" rule of thumb: it's OK to go as much as 10% over the stated word limit, though I try not to press that. But 640 should be fine.
