No relation between X and Y

A. Countries of about the same population tend to have about the same level of urbanization.
Reject: it establishes relation between X and Y

B. A reduction in the percentage of a country's population that lives in urban areas would not necessarily result in a reduction in that country's level of air pollution.
X and Y are not related
hence B correct

C. Highly urbanized countries tend to do a better job in keeping the level of air pollution low than do countries that are not highly urbanized.
X increase Y decrease
wrong

D. When countries of similar size are compared, the most highly urbanized countries are also the ones with the least amount of air pollution.
X and Y are related;wrong

E. The smallest countries tend to have the lowest concentrations of air pollution.

hence B is correct answer
