A - Here the comparison is off. The sentence compares the number of children with 1996. Even if this was a valid comparison, much is for non countable nouns, whereas children are countable

B - This suffers from the same problem as A but tries to trick you with the appropriate use of many

C -it?

D - What is figure? Is it referring to the number of children or percentage?

E - I picked this one. If you strip the appositive that comes before this modifier, it is clearer that you are referring to the number of children in 1996

Though I chose option D.
I still don't understand why option E is incorrect.
Can anyone please explain?
