IMO, Answer E seems the correct option.

In option B, is there any parallelism issue??

a project
1) that took (verb) almost a decade to finish
and
2) that the bild (noun) .............................

There is a big meaning issue in B. B uses a semicolon which makes a new clause starting with "The Blid". This implies that the blid itself was the largest project undertaken, which is illogical.
E on the other hand uses a project that ... and that the blid described.. Much clearer meaning and a lot more logical imo.
