I think NTU provides the freedom of selecting recommender to applicants. As long as you have one direct supervisor as a recommender, it is great. Both of your recommenders don't need to be direct supervisors. All the best

Yes, true that. But I guess that's how they are each year. Read some posts from last year and there were some crazy timelines there. I guess, patience is the key with the Singapore schools.
