Ok first of all
had been + -ing verb => used to denote that certain action started in the past before some event and then completed at some point later in the past itself
has been + -ing verb => used to denote that certain action started in the recent past and is still continuing till this point of time
so now we look at the meaning of the sentence it says that

amidst the constant turbulence in the daily life
artist in the past stated the action of contemplating and completed it some time later in the past why I am saying completed is because before thinking it completely know one will start making the art. so that's why had been should be use to show that. also now artist is still working on it so we need to use the has been to show that he started the action of working in the recent past and he is still working on it.

I choose E but I personally think tense in B is better. if B change since to for then I definitely pick B. with the current because "since" is clear error and tense somehow ok because the phrase "for the last six months" already clearly implies the sequence of events - the working on occurs before the contemplate.
