(A) missing a verb hence incorrect
(B) the condition would be that they are not named as they have to protect there identities. Hence this is incorrect.
(C) same as (B)
(D) Seems correct
(E) the connection of "condition" and "they" is not proper.

Hence the suspected correct answer is (D).

Oh, so this is the reason that we see tones of "according to people familiar with the matter" on newspaper...

the intended meaning is "Journalistic ethics demand that reporters protect the identities of individuals who speak to reports on condition that these individuals' names are not used (i.e. reports do not name these individuals).
1.idiom error: "on condition that" ~ only if, "on condition of" ~ "about the state of" => on condition that is appropriate to this sentence/ context. D out
