Shouldn't it be army general's order?

Okay, here meaning takes precedence imo. By using 'several' we are clearly told that it was a part of airmen belonging to a unit were imprisoned, not all of them. This knocks A,B and E out cold before we begin.

A - If the sentence were several members of, this would have worked.
B - Same as A
C - gets the logic right
D - members in is wrong - we are members of gmatclub. by using 'in', patrons in a dinner vs patrons of a dinner kind of differentiation in meaning is being introduced.
E - meaning and SV disagreement

C should be the answer

Shouldn't it be army general's order?

No. This usage is somewhat academic, although you'll see the usage in high end journals, too.
This usage is similar to "before the legislative general order ending segregation" or "before the judicial general order ending segregation."
The sentence looks confusing as is, though, because there is such a thing as an "army general."

I'll rewrite the question so that it makes more sense to you and averts confusion.
