"it can" is not needed after "and", since "whether it can" is considered common to both "broaden" and "leave"; the structure here is "whether it can (A) and (B)", where A and B are the parallel elements: the two actions that the museum must take to survive.

why "leave" is correct?
I tried Grammarly and and it accept both "leave" and "leaves"
why is that?

A- if is always followed by then condition. Only if wrong.
C- whether or not - wrong
Whether itself create both the possibilities.
D,E- no clear reference for it.ambiguous.

To answer your query, this sentence uses the subjunctive mood construction "wishful trigger (whether) + plural form of verb”, so the plural verb "leave" is correct.
