(A) if it can broaden its membership and leave -- If X, Y is the correct usage. "Whether" is more appropriate here. Depends on "whether"
(B) whether it can broaden its membership and leave -- correct
(C) whether or not it has the capability to broaden its membership and can leave -- "whether or not" is not the correct usage. Whether X or Y is better.
(D) its ability for broadening its membership and leaving -- "ability to" is the correct idiom.
(E) the ability for it to broaden its membership and leave -- same as D.

That's right, "whether . . . and" is not a pair of parallelism markers. If I say "I want to know whether . . . ," all that must follow is something I'd like to know about. Did it/will it happen or not? I don't need to have 2 different things. In the example you're looking at, the thing we want to know is whether that entire clause can happen: Can the museum do these things? We could just as easily have one verb ("whether it can broaden its membership") or several ("whether it can X, Y, or Z").
That's right, "whether . . . and" is not a pair of parallelism markers. If I say "I want to know whether . . . ," all that must follow is something I'd like to know about. Did it/will it happen or not? I don't need to have 2 different things.
