would you pls confirm how option C is correct and D is incorrect.

In my opinion, drivers and people are parallel element in here. And what comes after them are just modifier which can vary in structure.
In option C, writing "to a crawl" changes the crawl to noun rather than "to verb". And it more of sounds like drivers were pushed to something named crawl.
Option C is just trying to make "crawl" and "the indoors" parallel to retain structure. But in fact they alter the meaning itself.

Pls elaborate what your justification is for C !

I was also confused between C and D. And I chose C. Here is my reasoning

My understanding of the word is :
To crawl - means crawling as an action. Ex - babies crawl on their own will
To a crawl - means forcing someone to crawl. Ex - Traffic was at a crawl

Forcing drivers to a crawl and forcing people to the indoors. Both actions are parallel.
And that is why correct answer is C.
