Since some have GMAT scores and others don’t, i think that for this round of invites they will not consider the GMAT to be fair to everyone. I mean how can they penalise someone for a low score and call for invite someone without a score. It doesn't make sense.
Before the final decision though, all are required to have a GMAT score.

I've been thinking about this too. Someone with a GMAT score, albeit low vs. Someone without a GMAT score isn't a fair comparison. Ideally the interview decisions shouldn't be taking the score into account, but we have no clue how this would work.
INSEAD says the scores are required upon admission, not during interview stage, so invites should be extended for people who did not submit scores, to be in line with what they indicated
