1. No they shouldn't. A school shouldn't decide to give you a scholarship based on your scores and scores alone. Irrespective of GPA or GMAT. It should give you a scholarship if you actually deserve it, meaning that if the university sees that you have been a positive force in the world by your social work, co-curricular activities, achievements, scores, a bit of everything.
2. I think BU did exactly that. I have a gmat of measly 710, as compared to some people who have 740, 750 and still dont manage to get a scholarship. (I got full tuition scholarship by the way)
3. You should rethink who deserves to be called weak. A person who is hashtagging a respectable school #weakschool or a school that is actually giving out scholarships left and right to well deserved candidates.
