I had decided to apply in R3 instead of R2 after triggering LOR mails to my recommenders.
One of my recommender had filled up before the R2 deadline while the other one has not filled up yet. As stated by IIMB people, the LOR will be carried forward to the further rounds of the admission cycle.
Can I still ask my other recommender to fill in?

You can ask for a reschedule. Do it timely. We have had applicants going out of one into another in the same city quite a few times, it is manageable. If its two different cities - implore for a reschedule to both the schools, maybe one of them agrees, and do it as soon as you come to know of the clash.
