my wife also got her phone call today. she interviewed Feb. 19 on grounds. was asked for the TOEFL earlier today and called back after 6 hours or so.

Regarding the question about scholarships: If you have a major (scholarship usually named after someone) scholarship, you find out around the time you get an admit or within a week or two after admit. All other scholarships are awarded as part of the financial aid process. The soft deadline for R2 scholarship apps is April 13th. Additional details are available through the welcome website. FYI this what Kellogg officially states: Merit scholarships will be awarded throughout the admissions process. Some admitted students will receive an award at the time of their decision but there are many opportunities for previously admitted applicants to receive a scholarship award.
