Selecting the state is only for US and Canada residents I have a similar problem and mailed them.... They said they have a grace period of 5 days

Using a quote with a reference is absolutely okay. Unreferenced quote might be the issue of plagiarism..

Yes I heard in an event..but I vaguely remember it. You can submit LOR 3-5 days post the deadline. You may reach out to the Adcom for clarification.

Most schools provide this..but, it’s better to check with the Adcom.
