The content of the recommendation will take precedence over everything else. It depends on what they write in the recommendation - whether they make a strong case to support you for you personality strengths, give impressive examples and show enthusiasm in recommending you. Secondly, most b-schools ask for recommendations from direct supervisors or people who have worked very closely with you and seen your work from close quarters. If your Singapore client checks these boxes, then you should consider him. That said, if you have disclosed your plans to apply within your present company, then one recommendation should still preferably come from there.
Regarding the Singapore client, think of what extra value will they add, what new perspectives will they bring about you that will benefit the recommendation.
