If you have studied in a university with medium of instruction specified formally as English then no need.

From what I understand, it should be mentioned somewhere in the official document of the university you graduated from. Perhaps transcript or you can ask for a letter from your school.

Some are based on the application you submit for the program itself. Other scholarships require some additional essays.

You have to send the request to your recommenders before you submit the application.

I think they can still submit after you submit the application. Best to check their application process on the hec paris website.
