About TOEFL, this is only true if you did not have your undergraduate course taught in english.
Now about the evaluation by WES US, I believe that it is only if you are admitted. For application purposes you may use a certified/authorized translator (with original seal).

I had to specifically reread all the Instructions after going through your response. Below is what I could find:
For WES : The admissions committee requires this evaluation prior to reviewing your application for an admissions decision.
For TOEFL/IELTS : At the time you enroll at Cornell, you have studied in full-time status for at least two academic years within the last five years in the United States, the United Kingdom, Ireland, Australia, or New Zealand, or with English language instruction in Canada or South Africa. Even if English was the language of instruction at your school, if you did not study in one of these countries you are not exempt from the requirement.
- I am right now at a Cornell Webinar, and they just mentioned again about the opportunity to ask for a waiver for IELTS/TOEFL if you had your undergraduate taught in english.
- I literally asked
”For application purposes, is it required for international students to have the educational credentials evaluated by WES US or am I allowed to use an authorized translator for it?”And they answered that I am allowed to use an authorized translator for application purposes.
Furthermore, I would say that one should email Joseph Korevec, Director of Enrollment and Admissions,

Hey, thanks for the info. Appreciate it!
Based on the information above, do you believe you qualify for a waiver of the English language exam requirement?*
If we select No, then TOEFL/IELTS score needs to be presented.
