Stimulus: Damming the Merv river would provide irrigation to the dry lands upstream; however the dam would create a problem to downstream soil and water causing an issue with grain productivity downstream. Therefore buiding of dam will neutralize the overall agricultural productivity.
IMO C. The author talks about building highway and states that the highway would set the city traffic and the time saved in commuting by highway would be wasted on the city traffic. Therefore overall there would be no gain by commuters in saving time
