for the question of ones and twos being combined, there are two cases first when they are separate, (i) since the ratio for children of ones must be 1:4, the teachers needed will be 3 for the 10 students present, and for twos ratio being 1:6 they only need one teacher for the 6 students present and the total teachers in this case would become 4. (ii) for case 2 when we combine them we at least must maintain a ratio for the children ones which is 1:4, now total students are 16 so in this case also we need 4 teachers only.
this same logic is used for the part of threes and fours also.
