mohitranjan05, knowing multi-languages is always good to showcase your multifarious personality. Since your targetted schools are in India, knowing a foreign language will not win an extra score for your profile.
However, an extra professional certificate would surely help you take your profile a little lead (in 2 months). Doing an extra effort to get a professional certificate will help in job prospective as well as the B school profile building. As most of Indian B schools look for a diverse profile with achievements and eligibilities, concentrating on an extra foreign language should be the last option for applicants like you.

I'm going to help you save some money
The answer to your question is nuanced. Certifications may not matter directly to admissions committees. But what some of these certifications are able to do, is they are able to help you find more opportunities for creating impact at work - companies value these certifications and usually give you more meaty projects. When you execute on these projects, you come across as a more valuable candidate to the business school.
Now, if you are looking at this from a short term perspective, you do not have time for these certifications to percolate back and give you the experience that you would normally get as a result of having them on your CV. So for the purposes of this application cycle, these certifications may not add much value to you.
But, if you are looking at long term career growth, obtaining a certification in your area of interest would be beneficial.
So be driven by long term, rather than short term gains while choosing which certifications to pursue.
With regards to languages, knowing additional languages will definitely help you career-wise. And with applications to European (or Chinese) B-schools. I don't see this making more than a minor dent in your application to Indian B-schools. It will be to positive effect, however.

Hi Mohit,
I believe certificates should be done for a professional reason. That is if they help you in your job- current or future. Are any of the certificates you have mentioned above going to help you in your job prospects? If that is the case, then go ahead and do them. Don't do it for the sake of MBA application as they will solve no purpose.
I have the same advice for learning a language. You will not learn anything significant in 2 months time that could impress the adcom in any way. Learn a language for yourself - if you are interested in learning one, and then follow it up whether you get onto business school or not.
Probably what you are not considering as important is your 8 years of rich professional experience. What have your leadership qualities been during this period? have you initiated new projects, improved old processes and thus improved business? This could be particularly tough in a Government organization because no one really takes initiative or wants to step out of their comfort zone to make an impact. If you have such experiences, they could serve as very strong stories for the essays, and they could also be linked to your career goals (a desire to make change in your industry/ your function etc.)
So I'd say, instead of trying to bring around some cosmetic change in your profile, which the experienced adcom is likely to see through anyways, do something which is MEANINGFUL to YOU and also, focus on your existing strengths.
