The answer is C.

Statement 1 simply mentions the relationship between x and y. Thus, we cannot deduce the value of y from it.

Statement 2 has no mention of y whatsoever. Thus, insufficient.

Combining the two,
X=2 and x=2y we can conclude the value of y which is 1.
