The conclusion is :-
"Even if most people changed their behavior, changes in personal use of fossil fuels cannot produce the needed reductions in carbon use. ONLY government policies can produce change on the required scale."


(A) Convincing most people to focus on their personal use of fossil fuels would not lead to their successfully pressuring the government into implementing policies that reduce carbon use.

Negate this option:-
Convincing most people to focus on their personal use of fossil fuels WOULD LEAD to their successfully pressuring the government into implementing policies that reduce carbon use.
The argument will apart as the conclusion says ONLY GOVERNMENT POLICIES can produce change on the required scale. From this option we can find that Convincing most people to focus on their personal use of fossil fuels would also help to achieve the target to reduce the carbon levels.


(B) The calculations needed to determine how best to minimize one's personal use of fossil fuels are too difficult for individuals to carry out on their own.
Irrelevant .Calculation is not at all discussed.

(C) Efforts to convince people to focus on reducing their personal use of fossil fuels have been made only by those who are not currently involved in framing government policy.
Out of scope.Who is making efforts is not relevant to the context.

(D) It is easier to convince the government to change its policies on carbon use than to convince people to reduce their personal use of fossil fuels.
Out of scope. On negating,it is also possible that convincing both the government and the people takes the same amount of efforts.This will certainly have no impact.

(E) People who are concerned about environmental issues are more likely to support political candidates who support environmental issues.
Irrelevant.

OA is A.
Negating technique is fine.
But I usually solving CR question by breaking argument=>prethinking to find the gap=>POE
In some 650+ or 700+ quesions, tips such as negating in CR dont worrk.

Prethinking is always the best strategy.
If you see in the question mentioned above by you, I have also highlighted why other options are not relevant.

VeritasPrepKarishma I think negation strategy should work in all cases.
Please shed some light on this!!

How is OA option A? Even if the people pressurize the govt. to implement policies that is aimed at reducing carbon emissions, it is ultimately the policies that contribute to the large-scale decrease in carbon emissions.

If we negate it, then at the end of the day its the govt. who would be doing it, then how come (A) passes the negation test?
