This sentence is an example of command subjunctive.
If you see the words like Dictate, Demand, Insist, Mandate, Propose, Request etc. along with the pronoun 'that' the subject verb agreement is thrown under the bus :)
Correct usage in case of any of the above reporting verb is : <command> + that + First form of verb/be

Example:
The CEO required that John attend the meeting. (notice John is singular but attend is plural, but attend is first form)
The new government of X mandated that a woman receive the right to own property.
The collections company proposed that the dues be payed in installments.


A) demanded that the mayor meets the promises he made during the elections
meets is wrong usage in command subjunctive. eliminate

B) demanded that the mayor meet the promises he made during the elections
Follows Correct usage subjective is : <command> + that + First form of verb/be. Keep

C) demanded that the mayor should meet the promises he made during the elections
demanded and should are redundant. Eliminate

D) demanded that the mayor meets the promises he makes during the elections
meets is wrong usage in command subjunctive. eliminate

E) demanded that the mayor met the promises he made during the elections
met is wrong usage in command subjunctive. eliminate

So B is the best answer choice.

My answer is (B). It took me 35 seconds.

Demand is one of "bossy verbs" that require that subjective mood be used in the noun clause used as object. In British English, the clause can take two forms.
(1) ... that subjective mood should be used
(2) ... that subjective mood be used
In American / GMAT English, only (2) is correct.

(A) "meets" is incorrect.
(C) "should meet" is wrong in AmE.
(D) See (A)
(E) "met" is incorrect.

IMO B

Demanded -- is a key word to identify Subjunctive Mood, post that the meaning should dictate the right answer.


A) demanded that the mayor meets the promises he made during the elections - we need Meet.

B) demanded that the mayor meet the promises he made during the elections

C) demanded that the mayor should meet the promises he made during the elections - Should is basically Opinion or advise and Demand is a bossy word. Hence the mixing of these tones is erroneous.

D) demanded that the mayor meets the promises he makes during the elections - Meets is Wrong and Makes is subject verb error.

E) demanded that the mayor met the promises he made during the elections - Meaning issue.

My answer is B

demanded is a subjunctive verb.
Only B meets the criteria.

A -> meets (singular) --> incorrect
C -> should (not used with subjunctive verb) --> incorrect
D -> meets (singular) --> incorrect , also makes is used incorrectly
E -> met --> incorrect usage
