B - I cant spot a clear error...however, "seem to" what?? something missing
C - wordy, seemingly..originally

in A seemed sounds awkward .. in B the "to" sounds parallel

I think this SC has been debated a lot . The OA appears to be E but somehow it doesn't make much sense .

I was browsing another web site for an explanation and found the following:

The use of originally forces the use of past tense to refer to earlier event so 'seemed' is preferred to 'seem'. 'they' clearly refers to charter vacations. "it" has no clear referent ( it cannot refer to cost) its presence makes the sentence wordy. Also 'seemed' perfectly expresses the idea. I think 'would' should not be used (it is redundant here) so only A looks correct.
