No way. It's will seem as nitpicky, and you have higher than average score for all schools including H/S/W. Instead take all that free time you have and would have used to study for the GMAT and use it to do something else that will help your profile more: like start volunteering somewhere, gaining some sort of leadership position, starting that dreamed of startup, etc.

You are in great position already! Go out and celebrate your GMAT score! Champagne!!!

If your quant percentile is under the 80th percentile, you should retake. Given that you are aiming high, the GMAT is such a key factor, you haven't taken it more than 3 time, and you have some time, even if it's not below the 80th percentile, you should retake it if you have some indication that you could raise it (e.g., practice scores, or you haven't used a GMAT prep service).

Even though 740 GMAT is a very good GMAT score, you should try retaking the test because, as you said , your qaunt score is significantly low and your IR is also alarmingly low. You have 3-4 years before you apply, so in addition to strengthening your profile in other areas e.g. community service, leadership experiences etc, you may use this time in improving your quant and IR score as well. B-schools like to see quant and verbal scores above 80 percentile .
