Let's understand the information mentioned in the passage before trying to answer the question.

So the passage starts by telling us that "Walmart has recently begun transitioning from its traditional warehouse-based retail model to an online-first model". Then tells us what is expected of this strategy i.e. "A question has arisen about whether this shift will lead to a reduction in the company’s fixed costs. This is quite likely, since expenses such as warehouse rentals and in-store salaries have historically contributed significantly to Walmart’s fixed costs"
Now it asks us the role played by both the boldface in the passage.

Let's look at the options as see which of them correctly tell us the role of both boldface.

Option A: "The first introduces the context for the argument; the second is the central claim the argument attempts to justify". The first part of the option is correct in some part but the second part of the option which says that the second boldface is the claim that argument attempt to justify is wrong because the second boldface is about prediction regarding the plan mentioned in the first boldface so this is incorrect.
