BF1 : this is the context or the background, based on which the prediction is made
BF2: this is the question that the argument ultimately addresses/provides support to.
Central claim - shift will lead to reduction in costs - supported by data of the past


A. This seems like an issue being evaluvated i.e, this looks like the central question the argument addresses

A. The first introduces the context for the argument; the second is the central claim the argument attempts to justify.
Incorrect. The first is a context but the second boldface seems more of a question rather than a claim

B. The first presents an issue that the argument seeks to evaluate; the second provides evidence in support of a prediction made in the argument.
Incorrect. The first is a context and not an issue hence we can disregard this

Incorrect. Neither of them are evidences but should be context and an issue
