basis on this how can must be true be valid for The project manager’s team used the software for the project only during the official project timeline.
IMO The project manager submitted the usage logs exactly 10 days after the project ended. should be must be true..

May here means “is allowed to,” not optional. Since they complied, they must have used the software only during the official timeline.
The 10-day submission is possible but not required, so it’s not must be true.
