Hi,
The 2 free tests, exam pack 1 and exam pack 2 are similar in difficulty level, simulation and test experience. Only difference is questions available in each test pool. There is no common questions among these 3 pools.

Another important question you should ask yourself is whether you see yourself needing both packs eventually or just one. If you are going to need both, then it is best to buy them at once because you save money. Best of luck with your studying!
