If I only submit my best score to MBA admissions, can they still access previous scores?
For example, if I only submit my 700 score, but I have a 620 and 650 on record(not cancelled) can they see those scores? Thanks!

yes. They would generally receive GMAT report which would include all the non-cancelled scores listed there. It can only help you if anything as it will show your perseverance and hard-work in reaching that score. Schools consider only the highest score nonetheless. So nothing to worry with that.

It depends. GMAT online scores are reported on a score by score basis and you can choose which to report.
Test-center based tests report all non-canceled scores
Also, some programs require applicants to fill out a form stating all of their scores including the canceled ones.
