Is this picture valid/true?

If yes, how? Because people with the same score in Verbal and Quant may not get the same overall score.

Hey, I took the GMAT last April and scored a 640. Disappointments apart, I scored a Q47 V30, a combination that yield me 67%ile and 58%ile; therefore it seems to me that the quant percentile is wrong, but the rest is fine.
