The last question is counted on the GMAT even if you dont confirm it or click on next button as long as you have chosen an answer choice. I wrote my gmat last week at an official Pearson centre and couldnt submit the last question on the verbal section as the time ran out on me. I clarified this with the Pearson folks and they told me it will not be counted. A day later, I ordered my ESR and to my surprise it showed me that I had attempted all 36 questions. So the last one does actually count if you have marked an answer for it.
Your answer is saved. So, for the last question, before you even read the question, click any of the answer choices first just should you run out of time.
The penalty for leaving a question unanswered is 3 percentile points for the section, which is very steep!

Is it 3 percentile per question? If we dont answer last 6Qs will it be a loss of 20 percentile?
Also what if we attempt 25 to 30 Qs properly and randomly mark any option say "C" for the rest 5 to 10 Qs, will it be penalised?
GMATPrep mock definitely has some issue. It is not counting the last question. Problem is, even if I submit the test, because of network latency, sometimes, the time runs out before the submit prompt comes up and the question is not counted. Sometimes, the latency is as high as 10 seconds and out of the last 5 mocks, 4 didn't count the last question. Hope, the actual GMAT is different though.
