IMO E

We require fewer as people is a countable noun. So A, B are out
A prediction is stated so need future tense D is out.

For comparative than is required so C is out.

Correct me if I am wrong.

1. Comparisons of equality or similarity use as -

X is just as big as Y.
This answer is the same as Rahul's.

2. Comparisons of inequality or difference use than:

X is bigger than Y.
This answer is less complete than Rahul's.

Hence, E.

Fewer must be used with a countable noun "people" and as we have a comparison word "fewer," it must be accompanied by "than" So E is the answer.

people is plural countable noun. So fewer should be used.
Eliminate A and B
Will be joining is unnecessary. Simple future tense is needed here. Eliminate D.
Finally fewer should be followed by than and not as.
Eliminate C.
Should be E.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



The first thing you have to determine is whether you have less people or fewer people. People are countable. Fewer is correct. The next thing you have to examine is whether to use ‘as’ or ‘than’. This sentence is comparative. Fewer people did this than did that. As implies similarity. Choice E is the correct answer.
