According to me the logic here is 'a' country and 'the' country, which narrows it down to D and E and the past perfect is not required so D then

Can Vs could is also a difference. But I am not able to be sure why could is preferred here. It is hypothetical . That's why ??
Abhi077 could you please help . Is there an OE.

OFFICIAL EXPLANATION

A country is located on a continent and not in, hence the expression ...one place in the African continent is incorrect.
This error is seen in option A.Further. the use of the definite article the before country is incorrect, the correction is a country that has been.... This error is seen in choices A. B and C. Since the sentence begins with a conditionalif, the word could which indicates a possibility, should replace can. In choice B the use of the simple past tense is erroneous. Choice D is free of errors. As the pronoun referent it followed by is" is correct, it refers to Somalia,
In option E the pronoun referent they is incorrect.

Hence choice Choice (D) is our answer
