A B C use the wrong modifier, a forecast- which cannot refer to the prediction.
D and E differ by the use of and vs as well as.
Author intends to give importance to event 1 over 2, prompting the use of "As well As"
for that reason- I go with E.

This sentence primarily tests parallelism. The underlined portion is a modifier that describes the article by John Elfreth Watkins by mentioning two of the major features of the article. And these two features should be parallel to each other.

A) Sets up the parallelism perfectly by putting the two noun phrases parallel to one another. Correct.
B) "A forecast" is not parallel to "his visualizing of". Incorrect.
C) "A forecast of" which is a noun phrase is not parallel to a Verb-ing modifier "visualizing". Incorrect.

If you split the underlined portion, this is what you get:
