Hi,
DEMANDING is subjunctive so requires the base form of VERB..
So 'must be ' is wrong and 'be' is the correct usage
D

looks pretty straight and simple; A case of command subjunctive with D as the answer. Does MGMAT train with such questions?

The highlighted word , suggests use of subjunctive mood..

Structure of Subjunctive mood is

subject + verb + that + subject + verb in simple form.
