In preparation for the prediction of a major earthquake that will hit the state, a satellite-based computer network is being built by the California Office of Emergency Services for identifying earthquake damage and to pinpoint the most affected areas within two hours of the event.

Very easy to solve if you find the clue in the sentence. The clue lies in the non-underlined portion.

"and to pinpoint" - since there is infinitive form (to + verb) after AND the infinitive verb form should be used before AND.

With this it leaves us with two options C and D.

Between C and D, there are few errors such as modifier, meaning etc.

Modifier - The California Office of Emergency Services
Meaning - The preparation is avoid the earthquake not the prediction.

Chose C, as D states "To prepare for the prediction", which is wrong.

However, is "In preparing for" the correct usage?

yes
I think
to prepare to predict
is correct.

to do for somthing
to do to do something

are both correct but in the first something must not be an action presented by a verb. hard point here

is correct.

d is wrong because
to identify and to pinpoint can not be a purpose adverb of subject network.
to do can be use as adverb in a sentence , subject of which dose not perform the action of "to do" . but this point is hard and never tested by gmat sc. forget this point

In preparing for a major earthquake that is predicted to hit the state - is it present participle?
Can infinitive of purpose "To prepare" be used as a noun modifier? Or should it be used only with verb modifiers, i.e. "to free my leg, I lifted the weight.

Yes, California Office of ES is preparing for earthquake, not a satellite

Yes, California Office of ES is preparing for earthquake, not a satellite


"To prepare for the prediction of a major earthquake hitting the state" is not a noun modifier but an adverbial phrase modifying the verb. Hence placing "a satellite-based computer network" immediately after it is not a problem. The problem with D is another modifier "hitting the state", which wrongly changes the meaning.
