In preparation for the prediction of a major earthquake that will hit the state, a satellite-based computer network is being built by the California Office of Emergency Services for identifying earthquake damage and to pinpoint the most affected areas within two hours of the event.

Very easy to solve if you find the clue in the sentence. The clue lies in the non-underlined portion.

"and to pinpoint" - since there is infinitive form (to + verb) after AND the infinitive verb form should be used before AND.

With this it leaves us with two options C and D.

Between C and D, there are few errors such as modifier, meaning etc.

Modifier - The California Office of Emergency Services
Meaning - The preparation is avoid the earthquake not the prediction.

Hi, In option D is there a modifier error too? To prepare ------- , do we need to have California Office of Emergency Service just after comma?

Yes, California Office of ES is preparing for earthquake, not a satellite

In preparation for the prediction of a major earthquake that will hit the state, a satellite-based computer network is being built by the California Office of Emergency Services for identifying earthquake damage and to pinpoint the most affected areas within two hours of the event.

(A) In preparation for the prediction of a major earthquake that will hit the state, a satellite-based computer network is being built by the California Office of Emergency Services for identifying -- Modifier error -- In preparation incorrectly modifies a satellite-based computer network ; parallelism issue - The construction used to convey the first purpose for identifying is not grammatically parallel to that of the second purpose to pinpoint ; In preparation for the prediction of seems to suggest that the preparation is for the prediction of earthquake and not for the earthquake itself. This meaning makes little sense and is illogical.

(B) In preparing for the prediction that a major earthquake will hit the state, the California Office of Emergency Services is building a satellite-based computer network that will identify --parallelism error. The clause that will identify… is grammatically not parallel to pinpoint…

(C) In preparing for a major earthquake that is predicted to hit the state, the California Office of Emergency Services is building a satellite-based computer network to identify - Correct

(D) To prepare for the prediction of a major earthquake hitting the state, a satellite-based computer network is being built by the California Office of Emergency Services to identify-
to prepare… adds another purpose for building the said network, a purpose not conveyed in the original sentence.

(E) To prepare for a major earthquake that is predicted to hit the state, the California Office of Emergency Services is building a satellite-based computer network that will identify-- parallelism error - Also to prepare… adds another purpose for building the said network, a purpose not conveyed in the original sentence.

How "hitting the state" changes the meaning, please explain.
I know that it is wrong option, but want to know about this particular error "hitting the state".

[/quote]The meaning error is in "preparing for the prediction"...how does one prepare for prediction ?? The meaning is distorted.

Hitting the state and to prepare "prediction"....so if you are preparing for something, it is likely to happen as suggested by the word "prediction", but hitting means it is currently happening. This doesn't make any sense at all.

HOW to succeed on sc. when we read only original choice which is in disorder, we have to find out the logic modifier, or logic subject or logic predicative of an entity. the grammatical modifier, grammatical subject or grammatical predicative can be not logic

when we read, grammatical rules make us realize subject, predicative and modifier. we know this entity /phrase is grammatical modifier , subject, predicative of an another entity.

but what we do now is very simple, ask ourself " is this grammatical subject/predicative/modifier is logic. " . we now at this moment focus our mind on meaning/logic error. practice asking ourself, is this grammatical modifier/subject/predicative logic?

after practicing, normally , we will realize the illogic subject/modifier/predicative. and half of the main job is done

now, we have to figure out/guess which is LOGIC subject/modifier/predicative of this entity. we know look for the logic subject/modifier/predicative in the ORIGINAL choice. RESIST going to answer choices too soon.

Let's make life simple with just a couple of sifts; A and D are instantly out for using wrong modification; it is the Cal office that is preparing and not a computer.
In B and E, 'that will identify' is not parallel to 'and to pinpoint, in the non-underlined part. In addition, the computer is being built with a purpose. As such an infinitive 'to identify' in C brings out the intended purpose more aptly than does the "will identify" phrase.
C is the best fit.

Split: Parallelism to identify .... to pinpoint.

We can eliminate A, B, E.

D -> Changes the meaning of the sentence.
D means that they are preparing for a prediction to happen.
But, the original sentence means that preparations are happening after a prediction was made.
We can eliminate D.

Correct choice C.
