Though I picked up the right option 'C' but not very sure as to why is it the right option. Can someone please explain? Thanks!

This is a RHETORICAL Sentence. GMAT likes straight and simples sentences.
a) There is no antecedent of it.
b) GMAT doesn't like past form.
C) The sentence correctly has subject and simple present form to understand the meaning of the sentence [CORRECT]
d) same as (a)
e) "They" doesn't have any referent.

in Gmat it is advisable not to use introductory IT,and i have seen almost 90% of them get wrong either way.secondly every pronoun should have a only proper noun for it.by taking both aspects option C is correct, but still its quite confusing and best in the rest.

Is C really the best option ? Are we allowed to add information not given in the question ? And Is this a question that fits the GMAT mould ?

We hope this finds you well.

To answer your query, in certain cases additional information can be added in a correct answer choice if the original sentence fails to convey a logical meaning or has a pronoun that lacks a referent, however, it is unlikely that the GMAT would apply this concept this extensively on a question.

I don’t see any error in A since IT is used to postpone the subject of the sentence. A can be written: To wait in the cafeteria was made clear.
In choice C, IT functions the same as that is Choice A. We can write: The manager made to wait in the cafeteria clear.
